Born in Media, PA, to architect Howell Lewis Shay, Sr., the younger Say followed his father's path into the University of Pennsylvania, where he graduated in 1941 with his B.S. in Architecture. He immediately embraced federal service, working as a Junior Architect for the Navy Department in Washington, DC, from 1941 to 1943 and then moving into the U.S. Navy Bureau of Ships in Chickasaw, Alabama from 1943 to 1946. When he returned to Philadelphia, he entered his father's office and in 1948 became a partner in Howell Lewis Shay & Assocs. In 1970 he organized Shay, Schwartz & Assocs.
Howell Lewis Shay, Jr., continued his father's interest in school building design, but also expanded in academic buildings for colleges and universities.
