Edward P. Simon was born in Philadelphia, the son of Frederick Paul and Mary Ann (Miles) Simon. He graduated from Central High School in Philadelphia in 1895 and received his diploma in Architectural Drawing from Drexel Institute's Day School in 1900 and his Certificate in Building Construction in that same year from Drexel's night school. He also apprenticed with John J. Dull, one of his professors while at Drexel, for some five years. In 1900 Simon and Francis G. Caldwell established their own office under the name of Caldwell & Simon. This relationship lasted through 1903, and was followed by a partnership with David B. Bassett, under the name Simon & Bassett. His partnership with Bassett continued until approximately 1916 and was followed by a partnership with his brother, Grant Miles Simon, using the name Simon & Simon. Although Grant Simon withdrew from the firm c. 1927, Edward P. Simon continued to use the name Simon & Simon until 1936. He then practiced briefly on his own and finally established a new partnership with younger architect Lyle F. Boulware, which endured under the name of Simon & Boulware until Simon's death in 1949.
Simon was known as an architect of monumental structures, including the Philadelphia municipal stadium and the Fidelity Trust Building on South Broad Street in Philadelphia.
Edward P. Simon was a member of the AIA, the Philadelphia Chapter of the AIA, and the T-Square Club. He was also a member of the Architectural League of New York, the Engineers Club, the Pennsylvania Society of Architects, and a life member of the Manufacturers Club. He served as a trustee of Drexel Institute after 1927 and in 1934 received the Mary S. I. Drexel Award in recognition of his professional accomplishments. From Drexel Institute he also received an honorary doctorate of Science and Commerce.
