Harold Webber, the son of architect Frederick Webber and Amalia Hatcher Webber, was born in Ft. Wayne, IN and received his early education at Friends Central School, followed by a B.S. in Architecture from the University of Pennsylvania in 1918. He also gained one year of training in the Atelier Gromort in Paris. After some time working with his father, in 1922 Webber established an independent firm with Frederick Wurster, another employee of his father, under the name Webber & Wurster, with offices at 1530 Locust Street, and with a specialty in commercial buildings. After the firm was dissolved in 1941, Webber associated with Abraham Levy until 1968.
Webber joined the American Institute of Architects (AIA) in 1926 and was awarded emeritus status in 1967.
