Although a prolific architect of apartment houses and hotels, Frederick Webber has left little documentation of his life. Judging from information given by his son, architect Harold Webber, he was working in Indiana before moving to Philadelphia. Frederick Webber is chiefly remembered as Samuel Milligan's partner in the office of Milligan & Webber, even though it appears that the move toward apartment house design begins with Webber's entrance into the Milligan firm. After the dissolution of the office around 1911, Webber continued designing apartment houses, including the Touraine Apartment House at 1520 Spruce Street (1917), but he also was instrumental in the design work for the Fort Steuben Hotel (Steubenville, OH, 1919) and the Frederick Hotel (Frederick, MD, 1921). After 1922 Frederick Webber disappears from the Philadelphia city directories.
