Arthur S. Cochran was born in West Chester, PA, the son of Davis B. Cochran. After attending the Normal School in West Chester, he entered Swarthmore College in 1883 as a sophomore, and graduated in 1886 with his B.S. in Engineering. He apprenticed with T. Roney Williamson, whose office for some time was based in West Chester, and also worked for the larger firm of Rankin & Kellogg. From 1891 to 1898 Cochran is listed as an architect with an office in Philadelphia, but residing in Westtown, PA

Cochran was a member of the T-Square Club, which he joined in 1889, and of the AlA. During a career cut short by pneumonia at the age of 34, Cochrane concentrated on the design of residences, while also designing Somerville Hall and Gymnasium at Swarthmore College.
