Frank L. Price, brother of the architects William L. and Walter Price, began his apprenticeship inthe office of Frank Furness in 1876 and remained with the firm through 1881, only deviating from this with his brief liaison with Wendell & Price in 1877. He studied architecture and drawing at the Pennsylvania Museum School of Industrial Arts from 1886 to 1890, at the same time collaborating with his brother William L. Price on architectural designs, particularly those for the developers Wendell & Smith. In 1894 the Pennsylvania Academy of the Fine Arts lists him as a student in a life drawing class held in the evening.

Frank L. Price was the first elected treasurer of the T-Square Club in 1883.
