John Peter Klinges, Jr., was born in Philadelphia, graduated from Roman Catholic High School in 1900, and attended both the Pennsylvania Museum and School of Industrial Art (certificate, 1902) and the Pennsylvania Academy of the Fine Arts (1903) before entering the University of Pennsylvania, where he received his B.S. in Architecture in 1907. While still a student, he worked as a draftsman for Cope & Stewardson, and after graduation he began as an assistant draftsman for the Philadelphia Board of Public Education (1908-1911). His first independent projects are recorded in the Philadelphia Real Estate Record and Builders Guide in 1912, but his career was cut short by death from pneumonia in 1918.

Klinges was a member of the T-Square Club.
