William E. Jackson was born in Chester County, Pennsylvania, the son of Isaac and Ellen S. Jackson. He, along with Wilson Eyre, was in the firm of James Peacock Sims at the time of Sims's sudden death in 1882. Jackson continued in a loose arrangement with Eyre for the following six years. In fact, Jackson maintained an office with Eyre for the rest of his professional life although the two never appeared in a formal partnership. Very few projects have been located for Jackson, and most are of a residential nature.
Jackson was a member of the T-Square Club and of the Ethical Society of Philadelphia.
