Frank E. Martin studied architecture at the Pennsylvania Museum and School of Industrial Art and then became a member of the firm headed by William L. Price. He remained with Price at least until 1916. According to George E. Thomas, Frank E. Martin was in charge of residential architecture in the office, especially renovation projects.
