Born in Baltimore, MD, Benjamin Buck Owens enlisted in the 11th Maryland Volunteer Infantry in 1864 and remained in the Army after the Civil War in the Commissary Department. Upon his return to Baltimore he apprenticed with a Baltimore architect and established his own practice in 1875. It was for only a short time in the 1890s that he partnered with Alphonsus H. Bieler because by January 1896 he had been appointed Inspector of Buildngs for Baltimore. In 1900 he continued working in the public as supervisor of public schools for Baltimore, a position which he held until 1910. Around 1900 he established another partnership, this time with Spencer E. Sisco, under the name Owens & Sisco. Sisco actually continued to use the name of the firm after the death of Owens in 1918.
Owens joined the AIAin 1873.
