Born in Sweden in 1867, Billquist graduated from the University of Gothenburg, and came to the United States in 1887. He came to New York in 1892 and worked for McKim, Mead & White on the Boston Public Library. He then moved to Pittsburgh and worked with Longfellow, Alden & Harlow and William Ross Proctor. By 1896 he had launched his own practice with the winning entry for the competition for the Allegheny Observatory. In the early twentieth century he established a partnership with Edward B. Lee under the name Billquist & Lee (1905-1909).
Billquist joined the AIA in 1899.
