The Biographical dictionary of Philadelphia architects (p.644) lists among Rankin & Kellogg's 1893 projects the "NY City Hall Competition" noting the award of second prize. These prints are believed to be images of their anonymous competition entry. The Block plan shows the building located between Chambers & Mail Sts, and between Broadway & Park Row - Chambers Sts. The building appears to front on Mail St.
